The term to submit financing applications from the P.N.R.R. for renewable energy projects has been extended, from 31.05.2022 to 15.06.2022

On the website of the Ministry of Energy http://energie.gov.ro, was published Order of the Minister of Energy no. 507/ 24.05.2022 (“Order 507”) for the amendment of the Specific Guideline – Special Requirements to access financing from European funds allocated to the P.N.R.R. related to Investment Measure I.1 within Component C.6 Energy – Pillar I (“Specific Guideline”), previously approved by Order of the Minister of Energy no. 282 / 30.03.2022.

By Order 507, the period for submitting the proposals for renewable energy production projects within the competitive bidding procedure provided by the Specific Guideline, was extended from 31.05.2022, 5.00 p.m., until 15.06.2022, 5.00 p.m.

The Specific Guideline, which can be accessed on the website of the Ministry of Energy, under the heading “European Financing – PNRR“, aims to support investments in new capacities for electricity generation from renewable sources of wind and solar energy, with or without integrated storage, with a deadline for completion of projects, respectively connection to the network, by the end of the second quarter of 2024, at the latest.

Within this specific objective, it will be possible to finance projects aimed at investments in one of the following areas:

  1. Building of new capacities for the production of electricity from wind sources, with or without integrated storage facilities as a secondary activity, with a storage of a maximum of 20% of the state aid value;
  • Building of new capacities for the production of electricity from solar sources, with or without integrated storage facilities as a secondary activity, the storage having a maximum percentage of 20% of the state aid value.

The building of new electricity generation capacities concerns only the creation of new production facilities, with or without integrated storage facilities, where these did not exist until now.

Not eligible for PNRR funding are projects that:

– propose only storage capacity;

– replace older capacities to produce energy from wind and solar sources;

– aims at expanding electricity generation units.

The following activities provided by any of the eligible projects mentioned above could be funded from the PNRR:

– Acquisition of installations/equipment for the construction of new capacities for the production of electricity from renewable sources of wind and solar energy, with or without storage;

– Constructions that are the goal of a project for the production of electricity from renewable sources of wind and solar energy, with or without storage.

Applicants eligible under the Specific Guidelines are companies (micro, small, medium and large, including start-ups) that:

– are established according to Romanian Company Law no. 31/1990 or according to the specific legislation of the Member State whose nationality they hold, provided they are registered with the Romanian National Trade Register, and

– include in their scope of business, inter alia, the production of electricity (for the purpose of marketing and/or their own consumption within the company or group of companies) corresponding to division 35: “Production and supply of electricity and heat, gas, hot water and air conditioning”, CAEN class 3511 – Electricity generation.

The maximum amount of state aid granted for wind energy under the installed MW scheme is: 1.3 million euro/MW – for installed capacities between 0.2 MW (exclusive) and 1 MW (inclusive) and 650,000 euro/MW – for installed capacities of more than 1 MW.

For solar energy, the maximum is 750,000 euros/MW – for installed capacities between 0.2 MW (exclusive) and 1 MW (inclusive), and 425,000 euros/MW – for installed capacities greater than 1 MW.

The maximum aid that can be granted for an investment project cannot exceed 15 million euros per company, per investment project.
