REGES-ONLINE – from utility to administrative burden for employers

The digitalization of labor relations by moving from the ReviSal application to the REGES-ONLINE platform is an important step in the modernization and complete centralized record at national level of individual employment contracts. However, the process of accessing, implementing and using the new platform generates significant difficulties for employers in Romania. They face complex authentication and authorization procedures, still incomplete functionalities and insufficient technical and legal support, which leads to an increase in administrative burdens, according to the experts of TPA Romania, a leading company in Central and Eastern Europe, specialized in auditing, accounting, tax and legal consulting.

REGES-ONLINE, regulated by G.D. no. 295/2025, represents the new online platform intended for recording all data related to the conclusion, modification, suspension or termination of individual employment contracts. The objective of the platform is to centralize the labor force record in a single electronic register, accessible to authorities, employers and employees. The obligation to enroll in REGES-ONLINE is incumbent on private entities, regardless of the legal form (companies, NGOs, PFAs, etc.); public institutions; diplomatic missions or other international entities employing local staff.

“Although the normative act does not expressly specify this aspect, the interpretation of the Labor Inspectorate is that the enlistment obligation applies to all employers, including those who, on December 31, 2025, no longer have registered active employees. Companies removed from the records of the National Trade Register Office (ONRC) are exempted from the obligation to request access to the platform. Also, for newly established employers or those who did not have any employees by March 31, 2025, the use of REGES-ONLINE becomes mandatory from the moment the first individual employment contract is concluded”, explains Sorana Cernea, Managing Partner TPA Romania.

The deadline for switching to REGES-ONLINE and updating the data in the electronic register has been extended until December 31, 2025, as the initial deadline of September 30, 2025 has proven unrealistic for the registration of all employers in the platform. During the transition period, employers can continue to use the ReviSal application for data transmission, until the moment of actual registration in REGES-ONLINE. From that moment on, reporting through ReviSal stops, even if the transition has not ended at national level. Failure to comply with the obligation to register in REGES-ONLINE by December 31, 2025 constitutes a contravention and is sanctioned with a fine between 15,000 lei and 20,000 lei.
