The Belgian-Luxembourg-Romanian-Moldovan Chamber of Commerce (BEROCC) is a Member of “Coaliția pentru Dezvoltarea României” (CDR) which is a private, non-political initiative, gathering the most representative organisations for the business environment in Romania.
The CDR’s main purpose is to provide a cohesive basis for consultation with the Government and other public institutions on topics that impact the business and economic climate in Romania.

Claudiu Baciu

Claudiu is the founder and managing partner of the EMS Floor Group, one of the most important players in floor constructions and renovations industry in the Belgian, Luxembourg and Romanian markets with a turnover of more than 10 Million Euro and over 140 employees.
Claudiu is driven by the desire to do good and help others through service. His vision for the future is to create jobs for people in the communities where he grew up, no matter the ethnic or national origins. He plans to help young generations secure their future by creating educational, traineeship and employment programs in his industry. The wellbeing of the communities where he belongs is not Claudiu’s only drive. The safety of the environment and people’s health are concerns that have always driven his business and personal choices.
As Managing Partner of the company that he and Marius his brother have founded in 2009, Claudiu is experienced in business strategy, people management, negotiations and market analysis. Running a business on both national and international markets has taught him to spot uprising opportunities in the constant collaboration between countries.
Claudiu has graduated at the Technical University of Cluj Napoca, Materials science and engineering faculty as materials processing engineer and he likes traveling and cooking.

ENGLISH TEACHER “SCOALA BABEL”
I am a person who developed at the crossroads of cultures and who sees the beauty of dialogue as a source of growth, inspiration and creativity. My love for the Dutch/Flemish language and my studies at Rijksuniversiteit Groningen opened a lot of new insights for me. My main passion is to contribute to the harmonious development of children in compassionate educational communities in Romania. In 2016, I co-founded Scoala Babel, an innovative primary and secondary school in Timisoara run by a civic initiative group: Parents in Dialogue Association. At present I coordinate this project and work daily with children in the primary school. A lot of the school’s identity is inspired by the work around children’s wellbeing and involvement of the Center for Experiential Education at the University of Leuven. In the years to come, I hope to create even more bridges between the Belgian expertise in education and the Romanian educational system, through research, conferences, translations and creating teachers’ learning communities in schools.
Scoala Babel was created in 2016 by Parents in Dialogue Association, a civic group of parents and teachers in Timisoara. We gathered around the idea of forming a democratic learning community where the values of respect, collaboration, creativity and empathy would come alive in the process of education for all the people involved: children, parents, teachers. A lot of the organizational philosophy of the school is inspired by the work of the Belgian thinker Frederic Laloux and his famous book Reinventing Organisations. The pedagogy we use to guide us in our innovative approach to the Romanian curriculum is Experiential Education (Ervaringsgericht Onderwijs). This pedagogy was defined and researched by prof.dr. Ferre Laevers at the University of Leuven and is currently inspiring the change in education at European and international level in many countries. At the same time, we are part of the European Nonviolent Communication in Education Network, a forum where we learn together with other European schools how to live and learn in a democratic, respectful and collaborative environment. For the past three years, we have organized in Timisoara the international conference SEED (European Week of Democratic Education), where hundreds of Romanian teachers got inspired by the sources of our inspiration: the Belgian pedagogy of Experiential Education and Nonviolent Communication.

So, YES, I have chosen to focus my attention in this domain of energy, near business and personal growth domain, to contribute to development of our country and community with my knowledge and experience, to do what I can with what I am and have, starting the moment I had the opportunity to join the Task force of CDR, Energy team. Feeling inspired and honored to serve.
My experience of 6 years in one of the largest and biggest group of companies of production, distribution and energy supply In Romania and my research in this domain, having published articles and finalizing with publishment of my doctoral thesis certifies my potential to contribute in this team.
Energy is the main fuel of development and prosperity. Sustainable and clean energy is the ideal fuel of development and prosperity. The problem is the cost of it. So, this was my focus in my research, cost of energy and possibilities to optimize it. My conclusion was that from family homes to large-scale factories, energy efficiency offers governments, businesses and households a range of tools and solutions to reduce power bills, curb carbon emissions, and save money at the same time, mainly develop and being prosper.

Andrei is the founder and the managing partner of Quarioo Development, a R&D company focusing on developing innovative technical solutions for measuring and maintaining a proper indoor living environment. Andrei works at the crossroad of innovation and entrepreneurship with a clear mission to accelerate sustainable technical solutions. His clear eye for innovation recently brought Andrei back in Belgium where he works for imec at Ghent University, one of the leading research institutions in Europe, in investigating the commercializations possibilities of one of the first “device Integration Platforms as a Service”.
Andrei is the youngest member of our team and probably the youngest board member of a Chamber of Commerce in Romania. During his career he worked for Transilvania University and Ghent University in supporting students in entrepreneurial initiatives but also started a few ventures in Belgium and Romania.
Andrei holds a master’s degree in engineering and business, and is currently busy finishing his PhD at Transilvania University of Brasov.

“The reason why I joined the Entrepreneurship task force of CDR is to contribute to the dialogue between state decision-makers and the entrepreneurial sector. The legislator issue laws that affect businesses and the efficient communication between the entrepreneurial sector and the government is crucial, letting them know the problems that would appear if a project for a normative act enters into force. Having in mind that nothing good come out in the absence of a normal interaction between the authorities and the business environment, we must get involved and contribute to the improvement of this dialogue, with the final purpose to have a better legal framework for the business environment in Romania, which will be in the benefit of everyone. For this it is essential to know the issues that business environment is facing and also to be able to make clear proposals, in a very constructive way and I think that, through my expertise, I can bring my contribution through the Entrepreneurship Task Force of CDR.”

Jozef holds a professional bachelor’s degree diploma as clinical lab technician from the Rega University College of the KU Leuven. Afterwards he obtained a teaching diploma. He specialized in immunology, fundamentals of biology and genetic engineering. He started to work at the KU Leuven in 1970 as lab technician in the lab of Virology at the Rega Institute. Afterwards he joined the lab of Immune Pathology till 1995. He joined the Laboratory of Experimental Transplantation at the KU Leuven, where he held the position of lab coordinator. From 1998-2007, he was co-developer and lab manager of the spin-off 4AZA Bioscience, a drug discovery company. From 2007-2019 he was co-founder and administrator of IVAP (Interface Valorisation Platform) at the KU Leuven. IVAP aims to bridge the gap from biotech and pharmaceutical industry to academic research laboratories and clinical groups at KU Leuven and UZ Leuven. Jozef is co-author of about 30 scientific publications and participated in about 30 scientific congresses worldwide as co-author as well as participant.
Jozef has an impressive record in social volunteer activities. He was involved in many activities in Belgium. Regarding his activities in Romania:
1990-now: Co-founder and chairman of the association “Romania Committee Geel”.
1999-now: Co-founder, president and administrator FDAAM (National Mutualist Foundation in Romania).

Koen is a management executive with 25+ years’ cross-cultural experience across Europe (Belgium, Luxembourg, Greece, Netherlands, Romania, Hungary, Bulgaria) in strategy, operations and IT, with specific expertise in insurance, pension and shared services industry. He demonstrated leadership in budget management and team leadership (up to 1000 FTE). He leveraged process improvement (Lean, Six Sigma) to drive business turnaround and capture market share.
Koen lived in Romania from 2006 till 2012 and worked as chief operating officer for ING Asigurari de Viata (Bucharest) where he set up ING Fond de Pensii, and later on general manager ING Service Center Europe (Cluj-Napoca).
Previously Koen worked as COO in ING Greece where he turned around the Health business. Prior he held several positions in ING Insurance in Belgium.
In 2012 he relocated to Budapest as COO for ING Insurance Hungary. Afterwards he was COO for Fidea (Anbang Insurance Group) in Belgium. He is member of the board of directors of the Federation of Belgian Chambers of Commerce.
In 2019 he moved back to Romania where he established Frumoro, a business focused on traditional Romanian handcraft. Koen holds a master’s degree in mathematics fromAntwerp University and a master’s degree in actuarial sciences from Brussels University. Further he graduated from the executive MBA program, Bled School of Management, Slovenia.

Diana has a general experience of over 16 years as a legal consultant, both in multinational and Belgian companies, of which in the last 12 years the main activity has been the elaboration of legislative projects.
In this sense, in addition to legal advice to companies in commercial cases (including labor law), among others, she coordinated and developed normative acts to support employment in Romania of people with disabilities, normative acts (including enforcement rules) for supporting the administration of medical treatment for employees who are temporarily incapable of work, but also normative acts for reconciliation of work and family life.
